Safety issue description

Aspects of ARTC's line of sight shunting instructions were ambiguous, resulting in a varying interpretation of the procedure by stakeholders.

Response by Australian Rail Track Corporation

On 20 July 2026, ARTC has:

  • Supplied updated and clarified local instructions for line of sight Shunting in Port Botany yard, contained in Network Information Book OGW-30-25 to:

a) Remove the requirement for Competent Worker to visually inspect and ensure all points are set for the intended route. The interlocking is route controlled; all points for the movement must have detection and locked to have a proceed indication. Instead, the Competent Worker must ensure they have the correct signal for the movement. 

b) Provide guidance on Competent Worker positioning prior to commencement of shunt. 

c) Add requirement for Competent Worker to instruct the locomotive driver to proceed past the signal approximately one wagon length and observe the signal go to stop and bring the shunt to a stand. 

d) ARTC has updated the procedure to clarify that the Train Driver remains in communication with Network Control via radio and VCS. Movement authority is issued to the Train Driver by Network Control and relayed to the Competent Worker via the discrete shunting radio network. 

  • Developed OPE-PR-072 Line of Sight Shunting Port Botany procedure with requirements consistent with OGW-30-25. The procedure includes a new requirement for ARTC to conduct assurance activities on rail operators conducting line of sight shunting in Port Botany. The procedure includes details of the frequency, recording and template form for the assurance activities and how non‑conformances are to be managed.
