The current TOA form (ARNF 002) does not allow the user to record details of protection measures enacted or whether all persons within the boundaries of the Track Occupancy Authority have been informed of its existence. The Australian Transport Safety Bureau advises that the Australian Rail Track Corporation should consider the implications of this safety issue and take action where considered appropriate. |

ITSR has noted that ARTC rejects recommendation R0-2010-007-SAN-005, and its advice on ANRF 002. Further, ITSR notes that site management is undertaken by the Protection Officer who documents the worksite protection plan and that this information is conveyed to persons working or requiring entry to the worksite by the pre-work briefing. On this basis, ITSR accepts ARTC's rejection of recommendation R0-2010-007-SAN-005. Accordingly, recommendation R0-2010-SAN-005 is classified as "Closed - Recommendation Rejected". |
