The Kuwait Livestock Transport & Trading Company's planned maintenance system did not provide enough detail to track maintenance schedules, and did not have a specific maintenance item to record the maintenance activities on the main engine pneumatic system.
The ATSB is satisfied that the operator has installed the electronic planned maintenance system on the ship and it is in operation. In addition, training has been provided to the operating crew. This adequately addresses the safety issue.
Following identification of deficiencies in the ship’s planned maintenance system, the operator undertook a comprehensive review of maintenance and safety practices. Repairs to the main engine pneumatic system were completed in March and April 2025, with no further issues reported. An independent survey conducted by ABL Dubai resulted in 27 corrective actions, which are being prioritised and implemented. The operator has committed to upgrading the planned maintenance system (PMS) to a digital, class-approved system and enhancing ISM code compliance through increased oversight and regular audits.
The ATSB acknowledges the actions taken by the Kuwait Livestock Transport & Trading Company to address the identified safety issue. The implementation of a comprehensive review, repairs to the main engine pneumatic system, and commitment to upgrading the planned maintenance system are positive steps. The ATSB will monitor progress on the implementation of the 27 corrective actions and reassess the status of the safety issue upon confirmation of completion.
The operator has provided evidence that it has signed a contract with a company to implement an electronic planned maintenance system by 31 December 2025. In addition, evidence has been provided to show that all 27 outstanding corrective actions have either been completed or are in progress.
The ATSB welcomes the actions taken so far in relation to this safety issue and will continue to monitor the issue until the planned maintenance system is operational.
The operator advised the company’s management made a strategic decision in November 2025 to dispose of certain older tonnage within the fleet.
Following confirmation of the sale program, the planned PMS upgradation works for M.V. Al Messilah were discontinued, as further investment in system upgrades was no longer considered operationally necessary. Subsequently, the vessel M.V. Al Messilah was successfully delivered and sold to her new buyers on 08 January 2026.
The electronic planned maintenance system for the main and auxiliary engine, including the integration and upgrading of the manoeuvring and control system, has been installed on the M.V. Al Kuwait and is in operation. Work will continue to upload relevant equipment into the system. Service providers are conducting online training for staff on how to operate the electronic PMS.
