During the 8-month period from November 2022 until the accident, Broome Aviation provided its pilots transitioning to operating the Cessna 310 with limited supervision, guidance and support, including management of the fuel system.
Broome Aviation has implemented a new check and training system and has adequately shown the system is currently being used for pilot training. The head of flying operations has also exhibited a proactive involvement in pilot supervision, showing a commitment to maintaining standards and ensuring effective oversight.
Broome Aviation appointed a new, full-time head of flying operations (HOFO) in August 2024. The HOFO has been focused on providing comprehensive training, and supervision to all pilots and reported that all company pilots are fully aware that they are available to address questions or concerns.
The operator has also recently modified its check and training system, implementing a revised check and training procedure on 17 January 2025. Documentation has also been updated to facilitate the tracking of pilot training and competency in line with current Civil Aviation Safety Authority (CASA) regulation. These changes are intended to enhance the recording and oversight of pilot performance.
The ATSB welcomes this safety action that addresses the above safety issue and acknowledges the operator’s efforts to strengthen its training and oversight processes. The operator provided evidence that the system is operational, including copies of the recent training records of 2 pilots.
