Reporter's deidentified concern
The reporter has raised a safety concern in relation to 'deficient and non-compliant' ground handling training at [Company].
The reporter advised, supervisors are knowingly requesting ground handling staff conduct duties they have not been trained or subsequently qualified to conduct. The reporter provided an example of a recent aircraft pushback incident involving a staff member that was neither trained nor qualified to conduct this duty. This incident could have resulted in serious injury to the staff member. Following this incident, it became apparent that trainers and management were all aware of the staff training deficiencies.
The reporter advised training is deficient in all aspects of ground handling including, however not limited to:
- aircraft towing
- aircraft pushback
- operation of ground service equipment (GSE), for example belt loaders
- dangerous goods awareness.
The reporter advised, [Company] has been found recently to be non-compliant in thousands of training modules both online and theory. This presents a high risk of possible injury on the ramp due to unqualified workers operating in a safety critical environment. The reporter further advised, training records do not exist and therefore are not able to be provided to partner airlines when requested.
The reporter states that training non-compliance is largely due to insufficiently qualified trainers and the high turn-over of ground handling staff. The reporter states, [Company] management is aware of the training deficiencies yet are not provided the resources to address the issue.
The reporter is ultimately concerned that until such time ground handling staff conducting safety critical duties are adequately trained and qualified, they are at risk of serious injury.

Thank you for raising this report. We acknowledge and appreciate the aim of the REPCON scheme to provide organisations with the opportunity to review safety management systems and assess if there are any areas that may be improved.
We take training and compliance very seriously and have reviewed the report with our focus firmly on this objective.
In our response, we would like to concentrate on our training framework and risk controls which are fundamental to the safety of our people.
Safety performance and operational integrity depend on properly trained and competent personnel. Only qualified individuals are authorised to perform critical functions.
Protection for untrained staff
Controls are integrated within the organisation’s rostering and workforce planning systems. Personnel who have not completed the required training and competency requirements are unable to be rostered for the relevant task, as the system prevents such allocations. Furthermore, the system generates warning notifications and prevents the assignment of tasks to personnel who do not meet the required training and competency criteria, ensuring that only appropriately trained and authorised staff are allocated to undertake operational duties.
Training assurance
Assurance checks are conducted on a comprehensive and structured cadence to monitor training compliance and competency requirements across the workforce. These reviews provide ongoing oversight of training completion, currency, and system controls, ensuring that any gaps are identified and addressed in a timely manner and that personnel undertaking operational duties continue to meet the required training and competency standards.
As a participant in a highly regulated industry, we are routinely subjected to independent airline audits, and we maintain strict compliance by ensuring all personnel meet established training and competency standards.
