Concern summary

Reporter's deidentified concern
The reporter expressed a safety concern regarding a recent repair to an aircraft’s wing. The reporter advised that the aircraft had not been tied down during recent strong winds and the right wingtip had struck the ground resulting in substantial structural damage.
The reporter advised that the repair has not been completed in accordance with the manufacturer’s standards. The reporter advised that second hand skins appear to have been used, the rivet holes do not line up and it appears that the skin is not correctly fitted.
Regulator's response
CASA has reviewed the concerns reported in the REPCON and as a result conducted an inspection of the aircraft. CASA identified a deficiency in airworthiness standards and has taken appropriate action with the owner of the aircraft.
Named party's response
The skin repair was completed as a temporary fix by a maintenance organisation with a view to replace it with a new skin at the following 100 hourly. Since that time we have sent the aircraft to the maintenance facility to have that work completed again.
