Reporter's deidentified concern

The reporter has raised a safety concern in relation to train brake testing not being conducted on a main reservoir brake-equipped [commodity] train.

The reporter states, a main reservoir brake-equipped [commodity] train currently operating from various [commodity] depots to [Location], has not had a correct train brake test (main reservoir continuity test) for many weeks. Train brake continuity tests should occur every time a service departs [Location] with a validity period of 48 hours. A main reservoir continuity test is necessary to make sure a continuous and sufficient air supply is available to all main reservoir supplied rail vehicles on a train, to ensure the brakes are operational.

The reporter is concerned the terminal staff at [Location] are not sufficiently trained in the location and use of the equipment in order to conduct the required brake testing.

Named party's response

We have identified that the tests are completed however our paperwork doesn’t allow for the record of the additional testing. We are currently working on updating our paperwork and creating a [notice] to all train crew as a reminder to ensure that these are completed and that there will be additional records that need to be completed. Regulator's response

ONRSR confirms receipt of ATSB REPCON report number RR20250-00014, dated 24 July 2025, regarding concerns with train brake tests. ONRSR has reviewed the reporter’s concerns and the operator’s response including additional information provided by the operator. 

Through the Notification of Change process and additional regulatory interactions, in late 2024, ONRSR examined the procedures for safe operation of rolling stock for additional [commodity] transport services. The contents of this REPCON report may be considered in the scoping of a future regulatory activity as part of the ONRSR National Work Program.
