Safety issue description
The Port of Townsville Limited Pilotage Services’ Pilotage Service Safety Management System did not have documented guidance on berthing manoeuvres nor any associated contingencies.

The POTL and the POTL Pilotage Services have completed a review of and subsequently updated their safety management system (SMS). The SMS now consists of six parts, including Standard Operating Procedures, Townsville Port Operations and Emergency Management Procedures amongst others. The SMS now includes guidance for berthing manoeuvres and contingency plans in emergency situations for inbound and outbound ships with and without tug assistance.
