Norma Jean's skipper did not keep an effective lookout just before the collision.
Whilst he may have been 'looking out', the likely condition of his eyesight, the
boat's speed and the lighting inside the boat's cockpit would have reduced his
ability to maintain an effective lookout in the darkness.
The Australian Transport Safety Bureau advises that the owners and operators of
recreational vessels should consider the safety implications of this safety issue and
take action where considered appropriate. |
