Norma Jean's probable speed was too high in the almost complete darkness,
increasing the risk and consequences of a collision. At a lower speed, the skipper
would have had more time to react after seeing the barge and may have avoided
colliding with it. A lower speed would also have lessened the impact of the
collision.
The Australian Transport Safety Bureau advises that the owners and operators of
recreational vessels should consider the safety implications of this safety issue and
take action where considered appropriate. |
