The Bureau of Air Safety Investigation recommends that the Civil Aviation Safety Authority (CASA) and the Department of Transport and Regional Services review CASA's corporate governance framework.

I refer to Recommendation R19990140 that resulted from the Bureau's Class G Airspace Demonstration project:

The Australian Transport Safety Bureau recommends that the Civil Aviation Safety Authority (CA SA) and the Department of Transport and Regional Services review CASA's corporate governance framework.

In his reply of 25 September 2000, the First Assistant Secretary, Aviation of DOTARS, [Name supplied], responded to the Recommendation on behalf of the Department and CASA.

[Name supplied] advised the Bureau that the "Department and CASA have initiated a range of measures since the publication of the ATSB recommendation, which address the issues underpinning it." In particular, [Name supplied] referred to the development of a Corporate Governance Statement, a corporate performance reporting process and a Board Manual.

The Bureau responded on 4 October 2000 that "to assist the Bureau's monitoring of the safety recommendation I would appreciate confirmation of the proposed action and schedule for implementation. Additionally, the Bureau would appreciate a final copy of the statement and manual for review."

The Corporate Statement and the performance reporting process were published in the Authority's Annual Report for 2000-01. A copy is enclosed for your Information. CASA does not consider that it would be appropriate to provide a copy of the Board Manual to the ATSB.

The Authority believes that all actions under this Recommendation are now finalized.

The following correspondence was forwarded to the Civil Aviation Safety Authority on 4 October 2000 after receiving the Department of Transport and Regional Services response to R19990140:

The Australian Transport Safety Bureau has been advised by Mr [name supplied], First Assistant Secretary Aviation DoTRS (copy attached) of proposed actions in response to R199900140, including development by the Civil Aviation Safety Authority of a Corporate Governance statement and a Board Manual by 31 October 2000.

To assist in the Bureau's monitoring of the safety recommendation I would appreciate confirmation of the proposed action and schedule for implementation. Additionally, the Bureau would appreciate a final copy of the statement and manual for review.
