Information relating to an aircraft accident on 13 July 2010 involving VH-TIJ.
Information sought:
1.    the exact co-ordinates of the crash site where the aircraft came to rest;
2.    the exact time of the initial communication (phone call from GPX) alerting RCC (Rescue Co-ordination Centre) there had been a crash;
3.    the time RCC picked up the distress beacon; and
4.    the time of emergency crews alert.

• the number of ultralight aircraft accidents (with registration number specified if recorded) involving fatalities during the period 1 January 2000 to 31 December 2010

• the exact dates from which statistics concerning non-fatal accidents involving ultralight aircraft were recorded, and

• if so, the number of ultralight aircraft accidents (with registration number specified if recorded) involving non-fatal from that relevant date of 31 December 2010.

Other information: (Extract from the statement of reasons)

The spreadsheet data provided to the applicant was based on all recorded accidents during the period 1 January 2000 to 31 December 2010 where the aircraft involved did not have full Australian (VH-) or foreign registration.  The data also excluded those accidents involving hang gliders, para-gliders, parachutists, gyrocopters and power hang gliders registered with the Hang Gliding Federation of Australia (HGFA).  There are some powered hang gliders registered with the RA-Aust and these have not been specifically excluded.

As you will see from the data, there are a large number of accidents that the ATSB has no details on the aircraft.

The main caution that the ATSB would advise with respect to this data is the consistency.  Up until 2007/2008, there was very limited recording of accidents involving non VH-registered ultralights.  A general rule was that only fatal accidents involving non VH-registered ultralights were recorded.

Due to the fact that the ATSB does not generally investigate accidents involving ultralight, we normally have very little in the way of useful information relating to an accident involving an ultralight.  This is especially true for fatal accidents.  In many of those cases, all the information that the ATSB has comes from the initial phone notification from police/emergency services.

Based on the above, and in the absence of reliable activity data, the information provided in the spreadsheet would be of limited use in determining accident rates and would provide little if any indication as to the causes/factors involved in the individual accidents identified.
